City Boards

The State of Indiana legislature directs cities to establish executive departments that are necessary to efficiently perform administrative functions. The City of Monticello has three appointed boards and one Union Township Trustee, all who assist in conducting municipal business.

The chief administrative appointed agency is the Monticello Board of Public Works and Safety. Appointed by Mayor Aaron Sims, this board approves orders or contracts for public works, pays bills and purchases equipment and supplies. The MRC/EDC oversee issues dealing with industrial development and tax increment financing districts. The Union Township Trustee's chief duty is to oversee poor relief funds and providing help to needy families.

    What is the American Disabilities Act?

    The Americans with Disabilities Act of 1990 (ADA) is a law that was enacted by the U.S. Congress in 1990. It was signed into law on July 26, 1990, by President George H. W. Bush, and later amended with changes effective January 1, 2009.
     
    The ADA is a wide-ranging civil rights law that prohibits, under certain circumstances, discrimination based on disability. It affords similar protections against discrimination to Americans with disabilities as the Civil Rights Act of 1964, which made discrimination based on race, religion, sex, national origin, and other characteristics illegal.
     
    Disability is defined by the ADA as "a physical or mental impairment that substantially limits a major life activity." The determination of whether any particular condition is considered a disability is made on a case by case basis. Certain specific conditions are excluded as disabilities, such as current substance abuse and visual impairment which is correctable by prescription lenses.

    In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (“ADA”), the City of Monticello, Indiana, will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

    Employment:  City of Monticello, Indiana, does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.

    Effective Communication:  City of Monticello, Indiana, will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in City of Monticello, Indiana, programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.

    Modifications to Policies and Procedures:  City of Monticello, Indiana, will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, individuals with service animals are welcomed in City of Monticello, Indiana, offices, even where pets are generally prohibited.

    Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of the City of Monticello, Indiana, should contact the office of the ADA Coordinator, Katherine Tardiff at 574-583-4568 or 574-870-8056, as soon as possible but no later than one week before the scheduled event.

    The ADA does not require the City of Monticello, Indiana, to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

    Complaints that a program, service, or activity of the City of' Monticello, Indiana, is not accessible to persons with disabilities should be directed to the ADA Coordinator at 574-583-4568 or 574-870-8056.

    The City of Monticello, Indiana, will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.

    Liz’s Lift is a portable wheelchair lift and ramp system made possible by the generosity of Elizabeth “Liz” Oilar Memorial Contributions, the White County Board of Health, the White County Community Foundation-Women Giving Together Grant, the Monticello City Council, the Rotary Club of Monticello, Quality Construction (Chad Crain Owner), all City Departments, and the City of Monticello Mayor’s Advisory Council for the Americans with Disabilities Act (ADA).

    Liz was a founding member of the Mayor’s Advisory Council, and was dedicated to making sure all of our citizens have access to community events, and so it is just & fitting that we dedicate this wheelchair lift in her memory, providing access & opportunity where had been none.

    This portable wheelchair lift is available to any entity in White County where temporary accommodation is necessary and requested. Scheduling is handled through the ADA Coordinator at 574-583-4568

Monticello is a growing community of slightly over 5,000. We take great pride in the fact that we have a friendly "small town" atmosphere while at the same time we have welcomed and enjoyed growth in the areas of education, industry, and recreation. Serving with Fiscal Responsibility

mann 0017Doug Pepple, Monticello Clerk-TreasurerClerk/Treasurer, Doug Pepple, is proud to be serving the City of Monticello.  The Clerk/Treasurer serves as the financial officer and record keeper for the City Council and Board of Public Works and Safety.

Duties of the Clerk-Treasurer:
  • provides the City Council with the budget estimates, financial statements, and proposed tax rates
  • collects and accounts for all fees due to the City through fixed ordinances
  • completes payroll, permits, and accounts payable vouchers
  • handles property records
  • processes sales tax
  • invests city monies where statute requires it be done
  • writing and administrating grants

Office Information:
  • The Clerk/Treasurer's office is located in City Hall.
  • Office hours are Monday through Friday, 8:00 a.m. to 4:00 p.m.
Deputy Clerk/Treasurer:

Mary Black serves as the Deputy Clerk/Treasurer for the City of Monticello. She works closely with Mr. Pepple to support the duties and goals of this office.

Biography:


Monticello provides a great quality of life for its residents – I know because my quality of life improved here in 1968 when I went on my first date with Sheila, whom I married the next year.

Monticello is that friendly, comfortable place you want to call home. The city boasts of a strong public school system as well as a branch of Ivy Tech State College. The parks system has something for everyone including access points to the scenic Tippecanoe River which borders the city on the east. Residents embrace diversity and are working to make all parts of the city easily accessible to everyone regardless of their abilities. The city’s economic base is expanding with more businesses coming to the area. We have an existing industrial park as well as plans to develop a professional park on the west side of the city. City services are affordable. The hospital is modern.  A new fire station protects the city and trains future firefighters and paramedics.

This is my first term clerk/treasurer, but not in serving my community. I served on the city council for many years and was President of the council.  I was a member of theTwin Lakes School Board from 1995-2003. I was president of the Monticello Rotary from 1999-2000. In 2003 I founded and served as president of the White County Economic Action Team, which established a White County website as well as enhancements to encourage companies to come to White County.

I was born in Michigan City and a financial management major at Purdue. I played basketball, that quintessential Hoosier sport, at Purdue’s North Central Campus. When Sheila and I moved here in 1984, it was because of the schools and the hometown feel.

This year I was chosen to serve as clerk/treasurer of the City of Monticello. I promise to help Monticello grow while continuing to be a wonderful place to call home.
